QUESTION: Cancellation by Borrower: - Para 8, line 2 states in part "after prior consultation with, and concurrence of ADB". There is no such "concurrence" required by the Loan Regulations. Moreover, para 9 of PAI 4.04 states at the end of the paragraph, "ADB cannot delay or deny that request". If you cannot deny the request, you do not need to give "concurrence". I suggest the deletion of ", and concurrence of" from line 2 of para. 8.

ANSWER: Second sentence of para. 8 of PAI 4.04 has been revised as follows: "The borrower may do this by notifying ADB after prior consultation with ADB.".
