QUESTION:
    PAI 3.04 para 10 on International Advertising states" Procurement of NCB contracts is advertised in adb.org via posting of the Procurement Plan (PAI 3.01 paras 8 – 11)". However, there is no mention of posting requirement of the procurement plan in the referenced paras. (PAI 3.01 paras 8-11). As the Procurement Plan is an appendix to the Project Administration Memorandum (PAM), I also looked through PAI 1.05. This also did not mention about the PAM's posting requirements. Are we required to post the procurement plan and/or the PAM?
ANSWER:
    The requirement for ADB to publish the procurement plan stems from the Procurement Guidelines, para 1.16, footnote 12, which stipulates: "ADB will disclose the initial procurement plan to the public after the related financing has been approved; additional updates will be disclosed after ADB has approved them". Further details on the publishing of the procurement plan on www.adb.org are provided in para 17 of the Procurement Plan Guide which is linked into paragraph 11 of PAI 3.01 and which states : "The first procurement plan and the annual updates will be published on adb.org. COSO will facilitate this process, but it is the responsibility of concerned regional department staff to ensure borrowers prepare and forward soft copies of procurement plans to ADB. Borrowers are not required to publish procurement plans locally but are encouraged to do so". PAMs do not need to be published.
